{"id":3538,"date":"2025-12-14T17:07:49","date_gmt":"2025-12-14T22:07:49","guid":{"rendered":"https:\/\/cfcquebec.ca\/?page_id=3538"},"modified":"2025-12-14T17:07:49","modified_gmt":"2025-12-14T22:07:49","slug":"reglement-piscine-cowansville","status":"publish","type":"page","link":"https:\/\/cfcquebec.ca\/en\/cowansville-swimming-pool-rules\/","title":{"rendered":"Cowansville Pool Rules"},"content":{"rendered":"<div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 fusion-flex-container has-pattern-background has-mask-background nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row fusion-flex-align-items-flex-start fusion-flex-content-wrap\" style=\"max-width:2059.2px;margin-left: calc(-4% \/ 2 );margin-right: calc(-4% \/ 2 );\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-flex-column\" style=\"--awb-bg-size:cover;--awb-width-large:100%;--awb-margin-top-large:0px;--awb-spacing-right-large:1.92%;--awb-margin-bottom-large:20px;--awb-spacing-left-large:1.92%;--awb-width-medium:100%;--awb-order-medium:0;--awb-spacing-right-medium:1.92%;--awb-spacing-left-medium:1.92%;--awb-width-small:100%;--awb-order-small:0;--awb-spacing-right-small:1.92%;--awb-spacing-left-small:1.92%;\"><div class=\"fusion-column-wrapper fusion-column-has-shadow fusion-flex-justify-content-flex-start fusion-content-layout-column\"><div class=\"fusion-text fusion-text-1\"><div class=\"rubric__header rubric__header--with-image js-accordion-toggle\">\n<div class=\"rubric__text\">\n<h2 class=\"rubric__title\">Inground or semi-inground pool in Cowansville<\/h2>\n<\/div>\n<div class=\"rubric__plus\"><\/div>\n<\/div>\n<div class=\"rubric__content js-accordion-content\">\n<div class=\"rubric__transition\">\n<div class=\"rubric__dynamic dynamic\">\n<p>Means a permanent or temporary outdoor artificial pool intended for bathing with a depth of 60 cm or more or equipped with a filtration system, such as an in-ground, semi-in-ground, above-ground or demountable pool (flexible wall, inflatable or not).<\/p>\n<p>This does not include spas, other water basins or natural or artificial ponds.<\/p>\n<h3>Certificate of authorization<\/h3>\n<p>Before installing your pool, you must request and obtain a certificate of authorization (permit) from our service department.<\/p>\n<p>Certificate cost: 30 $<\/p>\n<h4>Location<\/h4>\n<p>The pool must be located so that any part of its construction is at least :<\/p>\n<ul>\n<li>1.5 metres (5 feet) from the pitch line;<\/li>\n<li>2.4 metres (8 feet) from an opening in the basement of the main building;<\/li>\n<li>outside the front setback and front facades of the main building;<\/li>\n<li>No swimming pool may occupy more than 30% of the surface area of the lot on which it is installed.<\/li>\n<\/ul>\n<h4>Pool filter<\/h4>\n<p>The pool filter must be :<\/p>\n<ul>\n<li>1 metre from any lot line;<\/li>\n<li>1 meter from the pool;<\/li>\n<li>or be fenced in;<\/li>\n<li>or under a structure to prevent climbing.<\/li>\n<\/ul>\n<p>The filtration system must be adapted to the pool and installed in accordance with the manufacturer's specifications.<\/p>\n<h4>Scale<\/h4>\n<ul>\n<li>All in-ground and semi-in-ground pools must be equipped with a ladder or staircase for entering and exiting the water.<\/li>\n<\/ul>\n<h4>Enclosure<\/h4>\n<ul>\n<li>All swimming pools must be enclosed to protect access.<\/li>\n<li>Minimum height of 1.2 m.<\/li>\n<li>A wall forming part of an enclosure must not have any openings allowing access into the enclosure.<\/li>\n<li>However, such a wall may be fitted with a window if it is located at a minimum height of 3 m from the ground on the inside of the enclosure, or if its maximum opening does not allow the passage of a spherical object over 10 cm in diameter.<\/li>\n<li>Any door installed in an enclosure must have all the features provided for and be equipped with a passive safety device enabling it to close and lock automatically; and which may be installed either:<br \/>\n- on the inside of the enclosure, in the upper part of the door;<br \/>\n- on the outside of the enclosure, at a minimum height of 1.5 m.<\/li>\n<li>Must be securely and permanently fixed to the ground, free of any fastener, projection or added part that could facilitate climbing, and prevent the passage of a spherical object 10 cm in diameter.<\/li>\n<li>A snow fence made of wooden slats and wire, a hedge or shrubs cannot constitute an enclosure.<\/li>\n<\/ul>\n<h4>Mandatory fencing<\/h4>\n<ul>\n<li>The fence must be 1.2 m (4 ft.) high, openwork to a maximum of 10 cm, or 3 cm in the case of a chain-link fence without slats.<\/li>\n<\/ul>\n<h3><img decoding=\"async\" class=\"fr-fic fr-dib lazyload\" data-src=\"https:\/\/www.cowansville.ca\/storage\/app\/media\/uploaded-files\/1621515564548.png\" data-result=\"success\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\"><\/h3>\n<h3>Layout drawing<\/h3>\n<p><img decoding=\"async\" class=\"fr-fic fr-dib lazyload\" data-src=\"https:\/\/www.cowansville.ca\/storage\/app\/media\/uploaded-files\/1621515615241.png\" data-result=\"success\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\"><\/p>\n<p><img decoding=\"async\" class=\"fr-fic fr-dib lazyload\" data-src=\"https:\/\/www.cowansville.ca\/storage\/app\/media\/uploaded-files\/1621515591310.png\" data-result=\"success\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\"><\/p>\n<h4>Distance<\/h4>\n<p>Placement prohibited on the site:<\/p>\n<ul>\n<li>Front setback: either 6 m (20 ft.) or 7.5 m (25 ft.) Check with our service department.<\/li>\n<li>Side margin: 1.5 m<\/li>\n<li>Rear margin: 1.5 m<\/li>\n<li>2.4 m from main building if basement window<\/li>\n<\/ul>\n<p><strong>Front setback: variable setback (usually 20 ft. or 25 ft.) required from the street right-of-way (official lot line).  See the Service Department for the precise front setback in your zone.<\/strong><\/p>\n<p>Any fixed structure or equipment that can be used to climb over the pool wall or enclosure, as the case may be, must also be installed at a distance of more than one meter from the pool wall or enclosure. This minimum distance applies to a window located less than 3 m from the ground, unless its maximum opening does not allow the passage of a spherical object more than 10 cm in diameter.<\/p>\n<h3>Environment and safety<\/h3>\n<p>The primary cause of drowning among young children is access to swimming pools.  Coroner's data show that 56 children under the age of 4 drowned in Quebec between 1991 and 1999.  For this age group, residential pools are the most frequent sites of drowning.<\/p>\n<p>Before installing the pool, it's important to choose the most suitable location in relation to the immediate environment and the connection of electrical equipment.<\/p>\n<p>In fact, water is a very good conductor of electricity, and a current leak in a pool's electrical equipment can cause a fatal shock.<\/p>\n<p>A responsible adult must be present at all times when someone is in the pool.  If this person is absent, even for a few minutes (to answer the phone, for example), the pool enclosure must be emptied and the gate locked until the person returns or is replaced.<\/p>\n<p>All chemicals and accessories (buckets, cans, etc.) must be kept under lock and key at all times.<\/p>\n<p>These safety tips are not part of municipal regulations.<\/p>\n<p>Pools may be filled daily between 8 p.m. and 6 a.m., but only once a year.
